may be accepted by the United States Government in the case

of ships bound from Hongkong to a port in United States or

the Philippine Islands; and (c) that no examination should

be made by United States Medical Officers of ships in the

waters of this Colony.

This matter has again been

brought to the attention of this Government by three

natives of Sindh, named Boolchand, Tahil Ram and Naraindas,

who were rejected on account of trachoma by the Doctor of

the United States Consulate at this port on the 28th. May

last. They were silk merchants and desired to proceed from

Hongkong to Manila.
